System for mazout metering and clearance

Location: Będzin

Deadline: 2013/2014

At the turn of 2013 and 2014 years the Division of Automation within the Power Engineering Refurbishment Plant, plc. in Katowice completed a series of jobs associated with the mazout combustion system at the Heat and Power Generating Plant in Będzin.

The scope of jobs included:

  • Development of the engineering documentation.
  • Refurbishment of the mazout supply system – installation of flow meters and sampling devices.
  • Incorporation of the new system onto the PRO 2000 surveillance system.
  • Development of the metrological documentation to enable the notified body of the Central Office of Measures in Warsaw to evaluate the project conformity against requirements of the Measuring Instruments (MID) Directive
  • Completion of verification and approval of the system.

First and foremost the refurbishment consisted in installation of measuring instruments on all pipelines that supply mazout to individual boilers. Each boiler was provide with a separate measuring system, both on the supply and the return sides. The second phase of the upgrade project included installation of a sampling device and development of a system for automatic taking of mazout samples in close vicinity of a boiler just net to a measuring flow meter on a supply line.

The key issue was to guarantee that the system shall be in conformity with requirements of the MID 2004/22/EC Directive that governs all measuring instruments. It was also a natural prerequisite that the upgraded system should make sure the technical and technological parameters of the entire mazout system shall remain intact, i.e. shall not be worsened. These requirements have became the key factor that is decisive for selection of measuring instrument that must meet the following preconditions:

  • direct measurement of the agent weight,
  • high accuracy of measurements – 0. 3%,
  • no additional components may be present in the pipeline inside diameter – minimum drop of pressure across the pipeline section,
  • easy emptying of the measurement system before the boiler overhaul – a self-emptying design,
  • possibility to purge the measuring system with steam with temperature of 200ºC (according to the predefined procedure).
